(Fformat_mode_line): New function.
(frame_title_buf, frame_title_buf_end, frame_title_ptr)
(store_frame_title_char, store_frame_title): Use unconditionally.
(init_xdisp): Defsubr Fformat_mode_line.
Initialize frame_title_buf etc. unconditionally.
